Rooms, without any extra emolument for the latter duty and with a Duty Pay of £120 per annum. He will discharge the administrative duties hitherto devolving on the Principal Civil Medical Officer with the exception of such duties in connection with quarantine as it may be found advisable and convenient to transfer to the Medical Officer of Health. A junior Medical Officer to be appointed to assist in the Government Civil Hospital and also to devote a certain part of his time to assist the Medical Officer of Health in Hongkong Island in a similar way to that which has been found feasible in Kowloon. Dr. Clark to correspond direct with Government (under flying seel through the Head of Sanitary Department) and to take charge of the Victoria Hospital with the attached free house in lieu of his present House Allowance. In regard to the latter proposal, however, I am unable to say how far Dr. Clark who has long been dissociated from Hospital (and especially maternity) work is fitted for such a charge. On this point reference should be made to Dr. Atkinson who has already proceeded on leave. If Dr. Clark is not professionally fitted the Junior should take charge of the Hospital instead of assisting the

Medical Officer of Health.
